What does that silver sculpture across from the Air /Space museum in Washington DC represent?

There was not a placard explaining who is was or what it represented. Here is a link to a picture of it if your unsure what I'm talking about.

The artwork outside the Hirshhorn Museum is 'Kiepenkerl' (stainless steal, 1987) by Jeff Koons.

Koons is particularly noted for making enlarged 'fine art' replicas of the banal and kitsch, having stainless steel versions cast of balloon animals and souvenir items such as ceramic figurines. Other infamous works include his giant topiary 'Puppy' (which I got to see on display outside Rockefeller Center and is actually quite fun) and his porcelain tableau of Michael Jackson and Bubbles.
