Tax on the Austrian Silver Philharmonic coin?

Why does the Austrian Government chooses to tax the silver bullion coins but not the gold bullion coins. I mean, aren't they both legal tenders ?
I wouldn't usually worry about it; however the tax is like 20%. Its huge!
