Why was this coin issued?

The US Mint has been making the John F Kennedy half dollar coin since 1964. The first year it was 90% silver, and the following six years it was 40% silver since then it has been made of nickel and copper. Why? Because there has always been a half dollar coin in circulation, and John F. Kennedy was assasinated in November 1963.
